Oak Harbor East Utility - Welcome to Oak Harbor, "the biggest small town in Ohio." 1832 The history of Oak Harbor, Ohio, begins in October, 1832, when Joseph Wardlow made a claim and planned a village about ten miles inland from the mouth of the Portage River, in Salem Township.

The Village of Hartford that started the Wardlow Settlement was incorporated on October 12, 1835, as the Village of Hartford, perhaps to honor the state of Connecticut from which many of the early settlers of Salem Township came. W.W. Wardlow was the first Mayor of the Village.

In the early 1800s, Ohio saw a period of great growth. Many men plan, plot and raise parcels of land, hoping to sell a lot, or even the entire area, for a profit. Such is the case with Hartford Village. Joseph Wardlow sold his claim to Horace Walbridge and Ira Smith - land speculators from Toledo, Ohio - who, in turn, conveyed the land to Adolphus Kraemer. An enterprising man who owned property in Lucas County and operated a store in St. Clair Street in Toledo, Kraemer hoped to establish a prosperous, prosperous city by purchasing the Hartford area.
In 1838, after selling his property in Lucas County, Adolphus Kraemer brought his family to Hartford. The family traveled from Toledo by turnpike to Perrysburg, Ohio, where they crossed the Maumee River, then went to Woodville, Ohio, via the Perrysburg-Fremont Pike. From there, no roads cut through the woods, so Kraemer followed the north bank of the Portage River, going inland only to cross several bays and ponds.
Coming to Hartford, Kraemer left his family and set about improving his home. With goods shipped by boat from Toledo up the Portage River, he opened both a general store and a tailor shop. In addition, he farms and practices medicine and law.
Sawmills and river traffic When Ottawa County was created on March 6, 1840, Port Clinton was given the temporary seat of justice. Kraemer thought that his village of Hartford had a reasonable chance of being named the proper county seat, and he laid out a large tract of land to establish a courthouse. Kraemer's goal was not to get the county seat, however, and the village looked for other ways to develop.

Sawmills and various lumber companies began clearing the trees around the Village. River traffic to the mouth of the Portage River, and beyond, carries goods to national and international ports. The growth of the Village necessitated the establishment of a post office. With three other Hartfords in Ohio, the Post Office Department requested a name change. After much discussion, heated debate and research in the Postal Directory, Oak Harbor was chosen - "Oak," to emphasize the popularity of the tree in the surrounding area, and "Harbour," because of the importance of the river to Village. Thus, in January 1845, the Hartford Post Office ceased to exist, and the Oak Bay Post Office came into being.
Prosperity in the mid-1800s In 1850, Adolphus Kraemer was the wealthiest landowner in Salem, with his property valued at $2,000. In the early years of the Village's development, he would, until his death in 1885, be the driving force behind all improvements, building a school, donating land for churches, sponsoring charitable works, establishing Village services, or affecting railway conditions.
From two or three cabins in the wilderness and the only romantic dream of Adolphus Kraemer, Oak Harbor, in 1850, is a community of 38 residences with 187 people.
It boasts paved roads, two churches, a school, as well as lumber, agriculture and some manufacturing. All but 15 people over the age of 20 can read.

Wood-related products became prominent in the Village's economy. Businesses such as the Charles Roose Stone Factory, the Adolphus Kraemer Saw Mill, the Anspach Brothers Hoop Factory, the John R. Hoans Planing Mill and Shingle Factory, and the G.B. Wood Bowl Factory. Heller & Company used large amounts of timber around Oak Bay.
After the Civil War, the firms employed about 166 workers, and, in one year, shipped 4,000,000 logs to eastern ports. Until the 1870s, the Portage River was the only way for local businesses to transport their products.
The first boat on the river was the "John Marshall," operated by Adolphus Kraemer. The schooner "Mary Berkhead" was, at the time of the Civil War, the fourth largest on the Great Lakes. He shipped white oak logs from Oak Harbor's Charles Roose Stave Factory to Buffalo, New York. Plane boards were also sent to Buffalo later, during the Civil War. Oak goes through the Welland Canal to Scotland to be used to build ships. Thousands of cords of wood were shipped from Oak Bay to Cleveland, Sandusky and the Lake Erie Islands to be used as fuel for the Buffalo/Detroit ships. A large amount of products from Oak Harbor production go down the Portage River and go to ports around the world.
Apart from the commercial use of the river, there are many tourist boats based in Oak Bay. World travelers of that time could go from Oak Harbor to Detroit, Cleveland, Toledo, and the popular Lake Erie Islands. Two of the first boats - the "Ferris" and the "Hayes" - sometimes sold up to 700 tickets for trips from Oak Harbor to Put-In-Bay. As with any riverside town, the river is also used for recreation, including swimming, boating, fishing and ice skating. Many 4th of July celebrations include the swimming and boat races on the Portage.

A period of rapid growth for the village in the last quarter of the 1800s. Many assemblies were organized. The one-room log schoolhouses were consolidated, in 1875, into a large brick building at the corner of Walnut and Church Streets. The Ottawa County Exponent was founded in 1871, as a depository bought out by the Port Clinton Republican. The Charles Roose Hose Company, founded in 1866, was added to form, in 1873, Portage Fire Company #1.
Adolphus Kraemer used his influence to bring railroads, originally surveyed to bypass the Village, to Oak Bay. The Lake Shore & Michigan Southern ran its first passenger train to Oak Harbor on March 12, 1872.
By the 1880s, the population of Oak Harbor had grown to 987 people, the majority of whom were of German descent. The city built the Wheeling Lake Erie Railroad in 1882.
Most of the local businesses made extensive use of the railroads, ending the commercial use of the Portage River.

Many Oak Bay brick buildings were built during this time, to replace the original wooden structures. In addition, many streets were made of brick and narrowed.
One of the most important changes at that time was that the Village became an agricultural center, to serve the surrounding area. Much of the land, which originally supported virgin trees, has now been cleared and turned into small farms. However, many lumber-related businesses still exist, including the Gordon Lumber Company, founded in 1868, the Oak Harbor Basket Company, started in 1895, and the Anspach Brothers Hoop Company.
The villagers created other businesses in response to the needs of agriculture. Michael Thierwechter built a flour mill and grain elevator along the tracks of the Wheeling & Lake Erie Railroad. John Maggie and Henry Paffenbach, both of Elmore, built an elevator near the Lake Shore & Michigan Southern Railroad, in 1902. In 1898, Jake Weller moved his pickle and tomato factory to Oak Harbor from Cincinnati. In 1912, the Oak Harbor Fruit Company was formed by local farmers who wanted to sell the area's peach and apple crops.
Along with trees and businesses related to agriculture there are many other industries. Oak Harbor had a glove and mitten factory, a glass factory, buggy factories, a rope factory, cigar factories, factories, hardware and warehouses. , saloons, and general merchandise.

The Thierwechter Company, founded in 1867 and moved here in 1877, is one of the largest general stores in the region.
